The capture of Jerusalem in 1099 in the second crusade was due to the more organised structure of the higher class of society getting involved. This was the crusading force that fought its way through Asia and finally captured Jerusalem in 1099.
In 1118 the nine Knights approached King Baldwin II of Jerusalem. They would take vows of poverty - chastity and obedience and found an order to be called poor knights of Christ of the temple of Solomon.
There were only nine knights for nine years. They could not protect the pilgrims or yield any power with regards to the status quo as they would have been substantialy outnumbered, in the event of conflict.
